On September 30, 2018, the Ministry of Industry and Information Technology issued Announcement No. 47 of 2018. Model approval will be uniformly entrusted by the Ministry of Industry and Information Technology starting from October 15, 2018. Finally, on October 11, the Model Approval Permit Service Guide was released. Lixiang Testing will interpret the latest changes for you.

I. Application Process: The testing institution is directly entrusted by the Ministry of Industry and Information Technology for testing.
Before the change: The applicant directly sends the samples to the testing institution for inspection. After obtaining the report, the applicant logs in to the model approval acceptance website, submits the report and application materials for approval and certificate issuance.
After the change: The applicant logs in to the model approval acceptance website to submit materials for application. After passing the formal review and acceptance, the Ministry of Industry and Information Technology entrusts the testing institution. The testing institution conducts the test and submits the report. The Ministry of Industry and Information Technology reviews the application materials and technical results and then approves and issues the certificate.

II. Application Fees
The application is free now!!!
However, the approved products must be sold in China. Contracts for the import and sale of radio transmitting equipment, etc. must be submitted in a timely manner to be eligible for the free application.
At the same time, after the application fee is waived, enterprises' applications will face the situation where the application cycle cannot be guaranteed. If the product fails the test, the certification cycle will be seriously extended, affecting the smooth launch of the enterprise's products.

V. Issues Regarding Different Models of the Same Product
For equipment that has already obtained a model approval certificate and is applying for a different model, a commitment letter stating that the newly applied model product is exactly the same as the original product (the production and quality assurance system, technical indicators, appearance, etc. are the same) can be submitted during the application, and a test report from an in-house laboratory or a third-party laboratory should also be submitted. When the Radio Administration Bureau reviews the acceptance, the entrusted testing link can be waived.
Enterprises that are still under testing and have not issued the report before October 15 or have issued the report but not submitted the application still have a transition period and can apply for acceptance normally. The deadline will be announced after the specific new regulations are implemented.

I. Brief Introduction of SRRC
According to the "Regulations on the Administration of Imported Radio Transmitting Equipment" and the "Regulations on the Administration of Producing Radio Transmitting Equipment", in order to strengthen the management of imported and produced radio transmitting equipment, all radio transmitting equipment exported to the People's Republic of China or produced (including trial production) within the People's Republic of China must hold a "Radio Transmitting Equipment Model Approval Certificate" issued by the State Radio Regulation Committee (SRRC) after the model approval of its transmitting characteristics. The model approval code must be marked on the nameplate of the ex-factory equipment.
Radio transmitting equipment is defined as various equipment that emits radio waves, such as radio communication, navigation, positioning, direction finding, radar, remote control, telemetry, broadcasting, television, and micro-power (short-distance) equipment, but does not include industrial, scientific, medical equipment, electrified transportation systems, high-voltage power lines, and other electrical devices that radiate electromagnetic waves. Currently, the testing institution recognized by the Radio Administration Bureau of the Ministry of Information Industry is the State Radio Monitoring Center (SRMC).
The State Radio Monitoring Center is a directly affiliated public institution of the Ministry of Information Industry of the People's Republic of China, mainly responsible for radio monitoring and radio spectrum management, and is a supporting institution for China's radio management. The center has 10 departments, 1 national monitoring station, 8 national shortwave/satellite monitoring stations, 1 ultra-shortwave monitoring station, and 1 data backup center.

II. Basic Process of SRRC

1. For the equipment applying for the "Radio Transmitting Equipment Model Approval Certificate", the application materials for the "Radio Transmitting Equipment Model Approval Certificate" must be submitted after obtaining the "Radio Transmitting Equipment Model Approval Test Report" issued by the radio transmitting equipment transmitting characteristics testing institution recognized by the Ministry of Industry and Information Technology.

2. It is necessary to download the "Application Form for Approval of Radio Transmitting Equipment Model" from the "Form Download" column on the homepage of the website for handling radio transmitting equipment model approval; the agency application unit needs to download the "Power of Attorney for Approval of Radio Transmitting Equipment Model" at the same time.

3. The application materials for radio transmitting equipment model approval must be provided in Chinese or English versions. Materials in other languages need to be translated into Chinese or English (the translation unit/department should affix the official seal).

4. The application materials submitted by the applicant unit or the agency application unit by mail will enter the approval process after passing the formal review; if the formal review is not passed, the applicant unit or the agency application unit will be notified within five working days. To ensure that the applicant unit can obtain the model approval certificate in a timely manner, the applicant unit or the agency application unit is requested to send someone to complete the application materials.

5. The Radio Administration Bureau of the Ministry of Industry and Information Technology (hereinafter referred to as the Radio Administration Bureau) shall make an administrative licensing decision within twenty working days as of the date of accepting the application for model approval. If a decision cannot be made within twenty working days, with the approval of the person in charge of the agency, the time limit may be extended by ten working days, and the reasons for the extension shall be notified to the applicant. However, where otherwise provided by laws and regulations, such provisions shall prevail.

6. After the applicant unit obtains the "Radio Transmitting Equipment Model Approval Certificate" and its approval code, the manufacturer should mark the radio transmitting equipment model approval code on the nameplate of the approved equipment (clearly visible during normal installation). If the equipment is too small to mark the approval code on it, the model approval code of the equipment should be published in its product instruction manual or user manual.

7. The Radio Administration Bureau will use the media to publicly announce the catalog of radio transmitting equipment that has obtained model approval to the society, and organize relevant units to conduct irregular spot checks on the radio transmitting equipment that has obtained model approval. If the spot check fails, the model approval certificate and approval code will be revoked.

III. Materials to be Submitted for Handling SRRC

1. The equipment manufacturer (hereinafter referred to as the applicant unit) submits the "Application Form for Approval of Radio Transmitting Equipment Model" (original).

2. Submit a copy of the applicant unit's "Business License of an Enterprise as a Legal Person", and copies of the applicant unit's production capacity, technical strength, and quality assurance system certificate (if the applicant unit has not obtained a quality system certificate, a detailed introduction of the production capacity, technical strength, and quality assurance system with the official seal of the applicant unit must be provided).

3. Submit the technical specification or technical manual, circuit block diagram or schematic diagram, and user manual of the equipment model declared by the applicant unit.

4. Submit a set of color photos, which should include the following of the inspected sample:
① Overall photo ② Front photo. ③ Side photo (including the transmitting port, interface, and other parts) ④ Back photo (including the transmitting port, interface, and other parts) ⑤ Photo of the internal circuit board of the inspected equipment ⑥ Nameplate (label) of the equipment: The applicant unit (manufacturing unit), equipment model, equipment serial number, and approval code CMIIT ID: should be clearly displayed in the photo. This nameplate should be consistent with that of the equipment during future import and sales; the structural dimensions of the inspected equipment should also be indicated at the lower part of the appearance of the photo (if the above photos have been attached to the model approval "Test Report", there is no need to provide them repeatedly).

5. For imported equipment, a copy of the certificate document (test report or certificate) of the foreign approval situation should be provided.

6. If the handling unit is an agency application unit (including a subsidiary), it is necessary to submit the original "Power of Attorney for the Agency Application Unit to Handle the Approval of Radio Transmitting Equipment Model" issued by the applicant unit and a copy of the "Business License of an Enterprise as a Legal Person" of the agency application unit.

7. The original "Test Report" for model approval of the equipment issued by the testing institution recognized by the Ministry of Industry and Information Technology within half a year.

8. The handler of the applicant unit or the agency application unit must submit a copy of the employee identification of the applicant unit or the agency application unit and a copy of the personal valid identification (the handler should be the same as the contact person on the application form).
