I. Introduction to TELEC Certification
The Radio Law requires type approval (i.e., technical regulations compliance certification) for specified radio equipment. TELEC certification is mandatory, and the certification body is a registered certification body recognized by MIC within the scope of specified radio equipment. TELEC (Telecom Engineering Center) is the main registered certification body for radio equipment compliance certification in Japan.
(1) TELEC Certification Standards
For the technical standards of the certification, refer to the classification and technical standards of specified radio equipment listed in the technical regulations compliance certification system on its official website. It should be noted that when there are differences between these technical standards and the technical requirements of the Radio Regulatory Commission Rules No. 18, the Radio Regulatory Commission Rules No. 18 shall prevail.
(2) Types of Certification
TELEC certification includes Test Certification and Type Certification. Test Certification verifies each equipment unit, and this certification is only valid for each verified equipment unit. Type Certification verifies a sample of a batch of equipment with the same design and manufacturing, and this certification is valid for the entire batch of equipment. However, if there are changes in the design or manufacturing of the equipment, the equipment will need to be recertified. It should be noted that the use of non - low - power radio stations and their terminal equipment requires an application for a license from MIC. In addition, for the compliance certification of telecommunication terminal equipment, there are two cases: for ordinary telephone devices, only JATE certification is required in accordance with the Telecommunications Business Law; for wireless terminal devices, in addition to JATE certification required by the Telecommunications Business Law, TELEC certification is also required in accordance with the Radio Law.
II. Materials Required for TELEC Certification
(1) Technical Type Specification Form
(2) Declaration of Quality Management System
(3) Letter of Quality Control Confirmation Method or Manufacturer's ISO 9001 Certificate
(4) Letter of Construction Protection Confirmation
(5) Rated Power Declaration
(6) Antenna Report
(7) Test Reports (including Test Results, Test Setup Photos and Examinations carried out)
(8) Label Information (Label Location, Label content)
(9) Power of Attorney / Authorization Letter
Note: All submitted documents are recommended to be in Japanese, and English documents are also acceptable. The test report can be in the language used by the local testing institution.
III. TELEC Certification Process
IV. TELEC Certification for WLAN and Bluetooth Products
TELEC is a mandatory certification for wireless products in Japan, somewhat similar to SRRC in China. It follows Japan's Radio Law. The specific test specifications follow the regulations of MIC (Ministry of Internal Affairs and Communications of Japan) Notice No.88. See the following link http://www.tele.soumu.go.jp/j/material/test.htm. The update and maintenance of the test specifications are also carried out by MIC.
The test items for WiFi and Bluetooth products are basically similar to EN300 328 of the European standard.
For 2.4GHz WiFi products (802.11b/g, 2412 - 2472 MHz) and Bluetooth products, the standard used is MIC Notice No.88 Annex43. However, for Channel 14 (2471 - 2497MHz) of 2.4GHz WiFi products, Annex44 is required for testing and reporting.
For 5GHz WiFi products (802.11a, 5180 - 5320MHz, W52 Band and W53 Band), the test standard followed is Annex45. However, it should be noted that according to the information, MIC will modify Annex45 in the near future, including 5.6GHz devices (Band W56) in Annex45, and there will be more stringent DFS test requirements for Band 56.
All of the above specifications refer back to Annex 1. Therefore, when referring to the above standards, the content in Annex 1 also needs to be noted.
