NOM Certification
The NOM (Normas Oficiales Mexicanas) mark is a mandatory safety mark in Mexico, used to indicate that a product complies with the relevant NOM standards. The NOM mark is applicable to most products, including telecommunications and information technology equipment, household electrical appliances, lighting fixtures, and other products that pose potential risks to health and safety. Whether a product is manufactured locally in Mexico or imported, it must comply with the relevant NOM standards and product labeling regulations.
According to Mexican law, the license holder of NOM must be a Mexican company, which is responsible for the quality, maintenance, and reliability of the product. The test report is issued by a laboratory accredited by SECOFI and reviewed by SECOFI, ANCE, or NYCE. If the product meets the relevant regulatory requirements, a certificate will be issued to the Mexican representative of the manufacturer or exporter, and the product can then bear the NOM mark.
I. Preface
·TÜV Rheinland Mexico collaborates with registered laboratory partners to conduct safety tests during the NOM certification process for a variety of products.
·There are two certification bodies in Mexico that can issue the NOM Mark.

 

· NOM NYCE: The scope of certification includes all electronic and information products and data processing equipment, but does not include household appliances (except microwave ovens).

· NOM ANCE: The scope of certification includes all electrical appliances and similar products (such as household appliances).
·The IEC standards are not applicable, and the NOM standards are applicable.
·EMC testing is not required.


II. Technical Information

1. The voltage in Mexico is 127V/60Hz.

2. The plugs are the same as those in the United States. One is Class I with three connectors, and the other is Class II with two connectors. The plug will be tested together with the device itself.


III. Certification Issuance
·The validity period of the certificate is one year, and the certificate can be renewed annually.
·When renewing the certificate, one product should be randomly sampled from the market in advance for testing in the laboratory.
·The product packaging should include the following information: product name, brand name, model, and NOM certification mark.


IV. Document Requirements
·CB test report and certificate
·The name, address, and contact person of the importer or distributor within Mexico
·Test data, design drawings, specifications, and circuit diagrams
·Spanish label
·Original Spanish user manual
·Additional documents required by the importer or distributor for one sample
·Copy of the company's power of attorney
·Copy of the company's unified identification number
·Power of Attorney information
·Official certification documents of the legal agent
·Letterhead with the company name printed on it
·Copy of the registered company with tax payment certificate


V. Review Time
·5 to 6 weeks after all documents are submitted. Once the NOM application is completed, the original certificate and report will be sent to the local agent in Mexico, and the original applying company will receive a faxed copy. The agent should keep the original certificate and report properly as reference materials for future inspections.


Differences between the NOM Mark and the NMX Mark


First: Different Requirement Procedures
The NOM (Normas Oficiales Mexicanas) mark is a mandatory safety mark in Mexico, used to indicate that a product complies with the relevant NOM standards. The NMX (Normas Mexicanas) standards are voluntary.


Second: Different Corresponding Products
The NOM mark is applicable to most products, including telecommunications and information technology equipment, household electrical appliances, lighting fixtures, and other products that pose potential risks to health and safety. Whether a product is manufactured locally in Mexico or imported, it must comply with the relevant NOM standards and product labeling regulations. The NMX is generally applicable to components, such as conductors, fuses, circuit-breaking devices, lamp holders, and ballasts, etc., for manufacturers as a reference. However, when a certain NMX requirement becomes a reference provision of the NOM standard, that NMX requirement will become a mandatory standard.
