The harmonization directives only stipulate the essential requirements, and the general directive requirements are the task of standards. If a product complies with the relevant essential requirements of the directives, it can be affixed with the CE mark, and the use of the CE mark is not determined by the provisions on general quality according to the relevant standards. The accurate meaning is that the CE mark is a safety conformity mark rather than a quality conformity mark. It is regarded as the passport for manufacturers to open up and enter the European market. Any product affixed with the "CE" mark can be sold in the member states of the European Union without the need to meet the requirements of each individual member state, thus enabling the free circulation of goods within the EU member states.
The two letters "CE" are abbreviated from the French "Communate Europpene", which means the European Community. The European Community later evolved into the European Union (abbreviated as the EU).

All products sold in the EU must be mandatorily affixed with the CE mark.
