The "CE" mark is a safety certification mark, regarded as the passport for manufacturers to open up and enter the European market. CE stands for "Conformité Européenne" (European Conformity). Any product affixed with the "CE" mark can be sold in the member states of the European Union without the need to meet the requirements of each individual member state, thus enabling the free circulation of goods within the EU member states. In simple terms, CE certification is a mandatory certification for products to enter the European market.


1. Introduction to CE Certification

CE certification represents the "essential requirements" that form the core of European directives. In the Resolution of the European Community of 7 May 1985 (85/C136/01) on the New Approach to Technical Harmonization and Standards, the "essential requirements" for the purpose of formulating and implementing directives have specific meanings. That is, they are limited to the basic safety requirements of products in terms of not endangering the safety of humans, animals, and goods, rather than general quality requirements. The harmonization directives only stipulate the essential requirements, and the general directive requirements are the task of standards. If a product complies with the relevant essential requirements of the directives, it can be affixed with the CE mark, and the use of the CE mark is not determined by the provisions on general quality according to the relevant standards. The accurate meaning is that the CE mark is a safety conformity mark rather than a quality conformity mark. It is regarded as the passport for manufacturers to open up and enter the European market. Any product affixed with the "CE" mark can be sold in the member states of the European Union without the need to meet the requirements of each individual member state, thus enabling the free circulation of goods within the EU member states.

 

The two letters "CE" are abbreviated from the French "Communate Europpene", which means the European Community. The European Community later evolved into the European Union (abbreviated as the EU).


2. Significance of the CE Mark

The significance of the CE mark lies in that using the CE abbreviation as a symbol indicates that the product affixed with the CE mark complies with the essential requirements specified in the relevant European directives, and it is used to confirm that the product has passed the corresponding conformity assessment procedures and/or the manufacturer's declaration of conformity, and truly becomes the pass for the product to be allowed to enter the European Community market for sale.

 

For industrial products required by the relevant directives to be affixed with the CE mark, those without the CE mark shall not be put on the market for sale. For the products that have been affixed with the CE mark and entered the market, if they are found to be not in line with the safety requirements, they shall be ordered to be withdrawn from the market. If there is a continuous violation of the provisions of the directives regarding the CE mark, the product will be restricted or prohibited from entering the EU market or be forced to withdraw from the market. The CE mark is not a quality mark. It is a mark representing that the product complies with a series of European standards and directives on safety, health, environmental protection, and hygiene. All products sold in the EU must be mandatorily affixed with the CE mark.

4. Documents Required for CE Certification

1. Name and address of the manufacturer (EU - authorized representative (EU - authorized agent) AR), name and model of the product, etc.

2. Product instruction manual.

3. Safety design documents (including the key structural diagram, that is, the design drawing that can reflect the creepage distance, clearance, number of insulation layers, and thickness).

4. Product technical conditions (or enterprise standards), and establish technical data.

5. Product electrical schematic diagram, block diagram, and circuit diagram, etc.

6. List of key components or raw materials (please select the products with European certification marks).

7. Testing report.

8. Relevant certificates issued by the EU - authorized certification body NB (for other modes except mode A).

9. Registration certificate of the product in the EU territory (for some products such as Class I medical devices, ordinary IVD in - vitro diagnostic medical devices).

10. CE conformity statement (DOC).
